The Capacity and Preparatory Review is defined by WASC in the following paragraph and is further clarified by the three purposes that follow the definition:

The Preparatory Review is designed to enable the Commission to determine whether an institution fulfills the Core Commitment to Institutional Capacity: The institution functions with clear purposes, high levels of institutional integrity, fiscal stability, and organizational structures and processes to fulfill its purposes. In keeping with the Commission's goals of focusing institutional efforts in the accreditation process on issues of importance, building a culture of evidence, reducing the burden of the accreditation review and enhancing the strategic value of the process, the Preparatory Review is intended to be a focused review which includes a site visit with clearly defined purposes and procedures. (p.41)

  1. Audit and verify the information provided in the Institutional Presentation, and to assure that the data presented fairly and accurately portray the state of the institution at the time of review.
  2. Evaluate key institutional resources, structures, and processes in the light of the Commission's Standards to assure that the institution operates at or above threshold levels acceptable for accreditation (or candidacy) and, where appropriate, to identify any capacity-related issues that need to be carried forward in the Educational Effectiveness Review.
  3. Assess the institution's preparedness to undertake the Educational Effectiveness Review as proposed, and to assist the institution in refining its focus and plan for that review. (p.41)

The WASC Steering Committee approved the creation of the WASC Capacity and Preparatory Review (CPR) Committee to begin the work of writing essays to respond to the three themes and six objectives presented in the 2006 Institutional Proposal.


  • Theme 1 - Building a Manoa Community in Support of Student Success
    • Essay 1 - Foster the development of a Manoa identity
    • Essay 2 - Enable and ensure student learning success

  • Theme 2 - Campus Renewal to Support the Manoa Experience
    • Essay 1 - Construct a more responsive approach to Campus Master Planning and facilities management that fosters community engagement and student learning
    • Essay 2 - Expand and renovate student and faculty housing and improve areas for student interactions

  • Theme 3 - Reform Campus Governance to Promote Communication and Student Success
    • Essay 1 - Forge meaningful and long-term relationships among stakeholders
    • Essay 2 - Foster student success through enhanced student/faculty engagement

Theme and essay leaders are working together with faculty, staff and student representatives to draft a report that will be available for review on this website in November 2008.

The timeline for the WASC CPR Committee work has been created to provide structure to meetings and essay deadlines. An organizational matrix was designed to link themes and essays to the WASC Criteria for Review and the specific outcomes and recommendations from previous WASC campus visits.

Essay guides exist to provide assistance to the writers of each section of the report.

The tracking site was created to display relative completion of tasks that were promised in the 2006 Institutional Proposal. The essay workgroups will be updating this information as it is collected for each report section.
