Application Process

Review the application information below to apply for Veterans Affairs (VA) educational benefits.

If you are not already a continuing University of Hawaiʻi at Mānoa student, you must apply for admission by the appropriate deadline and be admitted. Visit Apply Now! for admission information.

Application Instructions

  • Submit all forms and application materials to the Office of the Registrar
  • Applicants must provide a copy of their Certificate of Eligibility
    • This is a letter from the VA that details the type of benefits you have, your percentage of eligibility, and the amount of educational benefits you have remaining
    • Note: If you have not yet received a Certificate of Eligibility from the VA but would like to start your benefits, provide a copy of your application VA Form 22-1990, 22-1990e or 22-5490

Select one of the following application options based on your current status:

You previously received VA educational benefits at UH Mānoa

  1. Request for VA Enrollment Certification Form (PDF)
    Complete this form each semester with your Student Academic Services Office (undergraduate) or department advisor (graduate) after you have registered for classes.
    • Certifications cannot be processed until all transfer credit evaluations are completed. For more information, visit Transfer Credit
    • Notify the Office of the Registrar if you have declared a major or of any change in major on this form
  1. VA Application
    Complete only if it has been two years or more since you last received educational benefits. Visit VONAPP to re-apply.

  2. Payment toward Tuition and Fees is required for certification
    • CH 30, 35 Dependents,1606 and 1607 students must make a payment toward tuition and fees, sign up for the payment plan or wait for federal financial aid to be awarded before courses can be certified to the VA
    • CH 33 Post-9/11 students must make a payment toward tuition or fees or complete a CH 33 Tuition and Fees Benefits Agreement Form at the Office of the Registrar before courses can be certified to the VA
    • CH 31 Vocational Rehabilitation students must submit a current VA form 28-1905 to the Office of the Registrar before courses can be certified to the VA. Please contact your case manager at the Vocational Rehabilitation Department at 808-433-0560 for an updated form

  3. Change in Enrollment Status (ADD/DROP) (PDF)
    Notify the Office of the Registrar immediately if you make changes to your course schedule. For more information, visit: Change in Enrollment (ADD/DROP)

You have never received VA educational benefits at UH Mānoa but have received benefits from another school

  1. Request for Change of Program or Place of Training
    OR

    VA Application
    Complete only if it has been two years or more since you last received educational benefits. Visit VONAPP to re-apply.

  2. VA Student Information Sheet (PDF)

  3. Statement of Veteran's & Dependents' Responsibilities (PDF)
    This form details your responsibilities as a UH Mānoa student using VA Educational benefits.

  4. Previous Education and Training
    • All previous education and training must be evaluated for transfer credit within two semesters, including transcripts for military training, even if credit may not be granted. Failure to do so could lead to suspension of benefits
    • Review Transfer Credit for instructions

  5. Approval of Previous Education and Training (PDF)
    • Graduate Students only
    • Complete with your department advisor once you have been accepted into a degree program and after all previous education and training have been evaluated (includes military transcripts)
