Institutional Biosafety Committee

University research involving recombinant DNA must comply with National Institutes of Health (NIH) Guidelines or risk suspension, limitation, or termination of financial assistance for noncompliant NIH projects or all NIH funding for recombinant DNA research projects (NIH Guidelines Section I-D). The Institutional Biosafety Committee (IBC) was created in accordance with NIH Guidelines for Research Involving Recombinant DNA Molecules. Additional areas of oversight include federal requirements regulated by the NIH Office of Biotechnology Activities opens in new window (OBA), the CDC/USDA Select Agent Program opens in new window, and Hawaiʻi state requirements that include Hawaiʻi Department of Agriculture opens in new window importation regulations.

The IBC is comprised of university faculty and staff and representatives from the community. The committee is responsible for reviewing all research and instructional-use activities involving recombinant DNA activity, infectious agents, and toxins. All members are appointed by the vice president for research and serve a three-year term.

When submitting an IBC Registration Form and/or IBC approval documentation, please note that any other versions of the forms are no longer accepted. Only the current IBC Chair, Vice Chair or Designated Institutional Official may authorize documents, and authorization must be on official Institutional Biosafety Committee letterhead. All protocols expire 3 years from the original protocol approval date and the expiration date is not extended with any amendments.


On March 31, 2010 the IBC approved the Interim working document “University of Hawaiʻi Operating Rules and Procedures of the Institutional Biosafety Committee.”
