HONOLULU — The William S. Richardson School of Law is proud to announce the selection of the 2007-2008 Freeman Fellows for the School of Law‘s Master of Laws Program (LL.M.). The awardees are Fang Ye of China and Suonpraseth Prum (Praseth) of Phnom Penh, Cambodia.

Fang, who is originally from Nanchang, is a 2001 graduate of the East China University of Politics and Law. In 2004, she earned an LL.M. from Tsinghua University in Beijing and then returned to Shanghai to teach at the China Executive Leadership Academy, a new national institution funded by the central government to train Chinese officials, many of whom will be trained in law. She is also a candidate for the S.J.D. (Doctor of Juridical Science) degree at the East China University of Politics and Law, where she is majoring in constitutional law, a subject of fundamental importance in China.

Praseth graduated from the Royal University of Phnom Penh in 1992 with a degree in English and will receive his LL.B. (Bachelor of Laws) degree from the Royal University of Law and Economics this year. He has been actively involved in development work and the nonprofit sector with international organizations and in the civil service. His referees found him to be an "extraordinarily intelligent, hardworking, and motivated student." Praseth‘s goal is to become a leader in the legal profession and to advance institutional legal development in Cambodia. He will bring broad experience, and now international training, to this important work.

The Freeman Foundation is providing Fang and Praseth with their first opportunity to study abroad and earn a degree in the United States. In 2005, the Freeman Foundation awarded the School of Law with a grant of $160,000 to fund two fellowships annually for two years that support Asian students from China, Cambodia, Vietnam or Indonesia in the School of Law‘s LL.M. Program.
