The IRC was created by the University of Hawaii Board of Regents in 1948 to serve the public in promoting the understanding of labor-management problems, techniques, and policies; and providing information in the field of industrial relations. Guided by this policy, the IRC activities include programs involving research, training, publications, and library reference service to students, faculty, and the community.

The IRC is situated at 2425 Campus Road on the campus of the University of Hawaii at Manoa. It occupies the third floor Ewa (West) wing of Sinclair Library, room 301.
